Meet Our Executive Director
Shari Noonan is a recognized Human Services leader, attorney, and expert in the field of addictions care.
As the former Acting Commissioner of the NYS Office of Alcoholism and Substance Abuse Services (OASAS), Shari led the largest chemical dependence treatment system in the nation, with over 312,000 admissions annually, including 1200 certified treatment programs and 300 prevention programs. Ms. Noonan implemented an innovative Medicaid Utilization Review program, the first-ever case management program for high-cost patients, developed treatment protocols for dually diagnosed clients, and established community-based detoxification services within New York City’s homeless shelter system.
Shari also served as the Deputy Commissioner for the NYS Office of Temporary and Disability Assistance (OTDA), where she implemented a variety of human services legislation, managed a $30 million annual capital construction fund with over 400 buildings in its portfolio, and oversaw welfare reform and domestic violence issues.
Prior to that, Shari served as Assistant Counsel to Governor George E. Pataki, in the areas of social services, child welfare and mental hygiene.
Shari holds a B.A., cum laude, from Cornell University, and a J.D. from Albany Law School of Union University.
Shari’s vision for ACCA is to expand existing services for men, create comprehensive support services for women, children and families, raise community awareness and secure long standing financial support to ensure continuing services for years to come.
